WUE (The Western Interstate Commission on Higher Education (WICHE) Program) is a student exchange program that enables Alaskan residents to obtain access to educational opportunities that are not available in Alaska. There are three separate programs that fall under the WICHE program. They are: the Western Undergraduate Exchange (WUE) Program, which enables students to attend other WUE-participating institutions at a discounted rate; the WICHE Western Regional Graduate Program, which enables Alaskan residents to enroll at in-state tuition rates in masters and doctoral programs, provided those institutions are also participating in the program; and the Professional Student Exchange Program (PSEP), which helps Alaskan residents to gain access to certain fields of professional education not available in Alaska. http://www.wiche.edu/sep for information and changes to the program.
